RR_4036 Error connecting to database [

ORA-12154: TNS:could not resolve the connect identifier specified
Database driver error...
Function Name : Connect
Database Error: Failed to connect to database using user [apps] and connection string [oltp].].
Whenever I am trying to run the workflow I got above error.
I am able to ping the tnslistner and server ip sucessfulluy from local client.Where is the issue how can i resolve this issue Please help me out anybody.
Go to following path : oracle/product/network/admin
Please verify following things:
1)Make sure that TNSNAMES is listed as one of the values of the names.directory_path parameter
in the sqlnet.ora Oracle Net profile.
2)Verify that a tnsnames.ora file exists and is in the proper directory and is accessible.
3)Check that the net service name used as the connect identifier exists in the tnsnames.ora file.
4)Make sure there are no syntax errors anywhere in the tnsnames.ora file.
5)Look for unmatched parentheses or stray characters.Errors in a tnsnames.ora file may make it unusable.
Please find attached files for reference.
May be the issue is with your Integration Service. Do check the Connect String Given under the Repository setting.
If the Issue is with the user, then try giving Admin privileges to that user given under Repository setting and then use the same user to setup Integration Service.
Your cause may be the following:
RR_4036Error connecting to database <database name>.
Cause:The Integration Service failed to connect to the database. You may have logged in incorrectly.
Action:Enter the correct login information. user names and passwords may be case-sensitive.
Follow the above mentioned steps and please inform me whether you are able to solve this problem or not.
For all that I did is I created a new database driver in the designer and I am able to connect to the database through the designer. I have even imported the table from the database to the designer. I have created a new connection in the connects tab on the workflow manager. I have given the user name, password and connect string correctly in the workflow manager. do we need to do some thing on the server machine as well to get rid of the above error
In server machine that tns is pinging well.
I am able to connecting repository service and Integration servise.
Is any problem in repository service or Integration service?
How to trace it out

are you configure source & target connections in workflow manager?
What about u r odbc.ini file?have u configured it.
